To receive an Energy Saver Kit, Oregon residents must be customers of Portland General Electric or Pacific Power, or primarily heat their water with natural gas from NW Natural, Cascade Natural Gas, or Avista. Washington residents must primarily heat their water with natural gas from NW Natural.
